Madeira creates incentive program for Golden Visas

 

Gold visas with bonuses for those who choose to invest in Madeira are coming soon. The Regional Government is preparing a package of tax incentives to boost the Residence Permits for Investment (ARI) program. The program will be called Madeira Islands Citizenship by Investment and the aim is to attract foreign investment, using the instruments that already exist at national level.

 

These special gold visas will be promoted in the target markets by a regional development agency, Invest Madeira, which will be created by the end of this year under the tutelage of the Regional Secretariat for Economy, Tourism and Culture.

 

Invest Madeira will work on two fronts: attracting investment and internationalizing companies. In addition to the residence visas and specific tax regimes provided for by the ARI, the new program will use the four regimes provided for by the Investment Tax Code: the Contractual Tax Incentive Regime for Productive Investment; the Investment Support Tax Regime; the Tax Incentive System for Research and Business Development and the Deduction Regime for Retained and Reinvested Profits. Rui Gonçalves, Regional Secretary for Finance and Public Administration, said in the Madeiran Parliament, when he presented the Investment Code, that there are deductions and exemptions from IRC, IMI or IMT for investments of more than 1.5 million euros on the island - this amount is reduced to 500,000 euros for projects in Porto Santo.

  • Job creation. Creation of at least 10 jobs (full-time);

 

  • Investment in science and technology. Transfer of capital to research activities carried out by public or private scientific institutions that are part of the national scientific and technological system. The minimum transfer amount is €500,000. The minimum investment amount is reduced by 20% for investments in low-density areas;

 

  • Artistic production and national cultural heritage. Capital transfers of 250,000 euros or more can be made to support investment or artistic production, the recovery and maintenance of national cultural heritage, through certain entities that develop projects related to artistic production or the recovery and maintenance of national cultural heritage.The minimum investment amount is reduced by 20% for investments in low-density areas.

 

  • D7 is a residence permit granted to individuals or families who wish to be resident in Portugal. To obtain a D7, the applicant must prove that they have the financial means to support themselves, namely through passive income. D7 visa holders must stay in Portugal for at least 183 days and are considered tax residents, which means they are subject to taxation in Portugal. These visas have similarities, such as the possibility of including any dependent family members, and offer all the advantages of other residence permits in Portugal, such as the freedom to travel throughout the Schengen area and the option of applying for Non-Habitual Resident status in Portugal.
